Professor Augustine Ha Ton VINH


Prof. Vinh has 30 years of professional, technical, and management experience in more than 20 countries in the Asian-Pacific, European, and West African regions. His expertise includes economic development strategies, business restructuring and enterprise reform, public-private partnerships, project and infrastructure finance, private participation in infrastructure. He has extensive experience in gaming regulations and business development in Vietnam, including electronic lottery, instant tickets, sports betting, and casino. His experience in emerging markets includes China, Thailand, the Philippines, Vietnam, Mongolia, Malaysia, Indonesia, Taiwan, India, Cambodia, Laos, Egypt, and several countries in West Africa.


Prof. Vinh serves as senior advisor to leading international gaming companies the past several years in Vietnam. He currently serves as Senior Advisor and Country Representative for Scientific Games Corp., one of the world’s largest lottery and gaming companies. Prof. Vinh is also Senior Investment Advisor to Van Don Special Economic Zone and Integrated Resorts in Vietnam. He advises government agencies in building Vietnam’s first integrated resort in Ha Long Bay, a UNESCO World Heritage site in the Gulf of Tonkin, North Vietnam. For the past 20 years, Prof. Vinh teaches executive and advanced management courses at Vietnam National University.  His MBA and management students include Ministers, Chairmen and CEO’s of large corporations including Vietnam Airlines, Petro-Vietnam, Vietnam Posts and Telecommunications, Vietnam MobileFone, VietTel, Vietnam Shipbuilding, Vietnam Seafood Corp., and more than 2,000 CEO’s of state-owned and private sector companies.


Prof. Vinh has completed his Master’s program and Doctoral Fellowship at Georgetown University School of Foreign Service, Washington, D.C. (1978) and Catholic University of America (1983), respectively.  In 1981, Prof. Vinh was awarded a three-year Ph.D. Fellowship by the US National Institutes of Health.  He has been, subsequently recommended by several US Senators, Congressmen, and government officials for a Presidential Special Assistant position in the first Reagan-Bush administration and served as political appointee in the first Reagan-Bush administration.
